RULES

The rules that follow shall govern the way in which the owners of the franchises withing the LMFFL (or TFFFFL) shall conduct themselves.

RULE #1 LEAGUE COMPOSITION

The Sperry-Paramax-Unisys-Loral-Lockheed-Martin Team Franchised Fantasy Football League has been operating since 1984. This League differs from other leagues in that the teams have been franchised, that is, the team rosters are carried over from year to year and players are added and dropped in a draft and cut process at the beginning of each season. The teams were franchised in 1985.

The league shall generally be made up of eight (8) teams. There is no limit to the number of owners any one team may have, however, one owner per team is required. The league shall have a commissioner, treasurer and a score keeper. These shall be different people and shall be selected by the team owners prior to the start of each season. They shall remain in those positions until the completion of the draft on the following year.

RULE #2 LEAGUE COMMISSIONER

The league commissioner shall have the responsibility of presiding over the league and exercising the rules, as well as ENGRAVING the Trophy Cup. He shall also serve to settle all disputes in which he is not involved. To ensure there are no ties in the voting, the League Commissioner has both an owners vote and a league vote. The commissioner may not change league rules, but may wave them under special conditions. The commissioner will change from year to year, he will be the champion from the previous year.

RULE #3 LEAGUE TREASURER

The league treasurer shall collect, keep and distribute all fees and prizes. He shall also determine the prize distribution, within the constraints of the rules.

RULE #4 LEAGUE SCORE KEEPER

The league score keeper shall keep track of the standings of each team in the league. He shall also maintain records of all roster changes and present a weeks summery sheet to the owners at the conclusion of each weeks play.

RULE #5 RESOLUTION OF DISPUTES

Resolution of disputes, as stated above, is the responsibility of the commissioner. Resolution of disputes in which the commissioner is involved shall be done by consensus of the owners, one vote per team. The resolution of any dispute can not result in the changing of a league rule. Consensus of the owners is the only way to change league rules prior to the start of the season.

TEAM FORMATION

RULE #6 TEAM COMPOSITION

Each team shall consist of no more than fourteen (14) players. These players must be selected from the National Football League (NFL). Each team must at least have one (1) Kicker (K), one (1) Quarterback (QB), two (2) Running Backs (RB), one (1) Tight End (TE) two (2) Wide Receivers (WR) and one (1) Defense (D). The player or team selected for one of these positions must be listed in the NFL team roster as one of these positions. Disputes over dual listing or "H" back listing shall be resolved by the Commissioner.

RULE #7 INITIAL PLAYER DRAFT (every three years on 1998, 2001, …)

The draft shall take place before the opening of the NFL regular season. The drafting order of the owners in the initial draft shall be determined by random selection and will proceed from first to last, then last to first (ie., serpentine). 12 Players will be drafted, leaving 2 free trades for each owner.

RULE #8 NORMAL PLAYER DRAFT (except every three years)

Except every three years (1999, 2000, 2002…), each team owner must have his team roster cut to three players (see rule #9). The drafting shall be determined by the reverse order of the teams standings from the previous year (except, of course, when we draft from scratch). The 'keeper' drafts will NOT use the serpentine rotation. 9 Players will be drafted, leaving 2 free trades for each owner.

RULE #9 PLAYER CUTS

Player Cuts shall take place one (1) week before the Draft. Prior to draft each team owner must have his team roster cut to three players, as agreed upon by the league (note Rule 7). The Score Keeper will publish a list of the cuts for the draft. On 'keeper' years, each Owner may keep ONE player for any single position totaling (3) players. (1996) Every third year all teams will redraft all players, keeping none, zero.

RULE #10 FREE AGENT DRAFT

Drafting Free Agents may take place between the first and the twelfth weeks of the season, inclusive. The draft must be made previous to the submittal of that weeks active team if the player is to be played that week. Players drafted after this dead-line my not be played that week. The Fee for Free Agent draft is covered in rule #21. The League Score Keeper handles the tracking of draft transactions. Free Agent Drafting may only be conducted during the season and during the official draft. It may not be conducted in the Off-season. Each team must be notified by E-Mail, when a player is drafted so no conflicts will arise due to 2 teams drafting the same player.

RULE #11 TEAM PLAYER TRADING

Trading of players between two or more teams may take place between the first and the twelfth weeks of the season, inclusive. A $1 fee is levied against each of the two owners involved in the trade.

RULE #12 OFF-SEASON TEAM TRADING

Trading of players between two or more teams may take place in the Off-Season. Refer to Rule 11 for details on the fee, and remember that the League Score Keeper must be notified of the trade and the conditions of the trade ($ or future raft picks...).

GAME CONDUCT

RULE #13 FIELDING A TEAM

Each week the owners must select their active team for that week by Friday 3PM for normal weekend games, or by Thursday 3PM if there is a Thursday game that week. The team must have one (1) Kicker (K), one (1) Quarterback (QB), two (2) Running Backs (RB), one (1) Tight End (TE) two (2) Wide Receivers (WR) and one (1) Defense (D). If a team is not selected by the deadline then the previous week selections shall be used. Team selections shall be reported per the League Score Keeper instructions for that season.

RULE #14 SCORING

Points are awarded to all the players in the league using the following criteria:

One (1) point to the player throwing a Conversion.

One (1) point to the player kicking a Conversion.

Two (2) points to the player Running or Receiving a Conversion.

Two (2) points to the defense scoring a Safety.

Three (3) points to the player scoring a Field Goal.

Six (6) points to the player Running or Receiving a TD.

Six (6) points to the defense (including sp. Teams) scoring a TD.

Six (6) points to the defense with a shut out.

RULE #15 DETERMINING THE WINNER

The points of the active players on each team are totaled and compared to that teams opponent for that week. The team with the higher points is the winner. If the point totals are the same the game is a tie.

RULE #16 TIE BREAKERS

A tie breaker for regular season finals (in case of a tie for the fourth playoff position, for example) will be head-to-head competition among the tied teams, then total picked points.  In case of a three-way tie, total win-loss against just the tied teams is compared, then total picked points.

A tie breaker shall be used in the playoffs and shall be conducted as follows. The non-active player scores are ordered from high to low and compared to the opponents non-active player scores. The team with the higher scoring player in the first position wins. If that is a tie then each subsequent position is examined in order. If all the positions result in a ties a coin is tossed.

RULE #17 SEASON SCHEDULE

The season schedule shall be determined at the start of the season, prior to the draft. Each team in the league shall play each other team twice in the season. This makes the LMFFL season 14 games long. The 3rd and 2nd to last NFL games shall be used for the playoffs (leaving the last NFL regular season game unused). The top four (4) finishing teams shall compete in the playoffs. A sample Schedule is provided in Attachment 1.

RULE #18 TEAM RANKING

The teams are ranked according to their win loss record. The team with the highest win %age is ranked highest. The win %age is calculated by dividing the wins by the sum of the wins and losses, ties are not counted. A win will always rank over two ties. If two teams are tied or a cyclic condition exists between three teams in the standings, their head to head record shall determine the ranking. If this is also tied the tie breaker will proceed to total points scored, pick %age, and a coin toss.

RULE #19 PLAYOFF SCHEDULE

The top four (4) teams compete in the playoffs each year. The #1 seated team shall play the #4 seat and the #2 shall play the #3 in the first round of the playoffs. These games are played in the 3rd to last week of the NFL season. The winners of those games shall meet in the Championship game during the 2nd to last week of the NFL season, the losers will also play that week to determine who is the true loser (the real losers didn't make the playoffs, of course).
